With reference to India Office letter No. ≥ 2907 of
the 15th August, relative to the restriction of the traffic
in opium between the Persian Gulf and the Far East, I am
directed by the Secretary of State for Foreign Affairs to
state that in the circumstances explained he doubts the
expediency of proceeding with the issue of the proposed
King's Regulations, urless some reasures can be taken to
ensure the co-operation of other powers,

The object in view might be more effectively secured
if His Majesty's Goverment were to inform the League
of Nations, either at the forth-coming Assembly, or at
the prospective conference which is to be called to con-
sider the central of the traffic in opium in the Far East,
that they consider it desirable that greater control should
be exercised over exports from the Persian Gulf, and that
they for their part are premred to take the measures now
under consideration provided that other countries will
undertake to co-operate in order to make them effective.
The Secretary of State would be glad if he could
be furnished with Mr. Secretary Bridgeman's observationa
on this proposal,
